Rappahannock County Initiatives
on Proposed Power Line

February 28, 2007

TO:        Rappahannock County Board of Supervisors

FROM:   John W. McCarthy

RE:         Powerline Intiatives

I plan on outlining the following steps at the meeting on Monday and seeking your concurrence.

Board of Supervisors Direct Action:

  1. Appropriate $50,000.00 from General Fund Surplus to new Line Item 1101-1002 Dominion Power Transmission Legal Defense
  2. Authorize County Administrator to write to Governor requesting that electrical utility re-regulation legislation just passed by the General Assembly be amended to deny authority for this transmission project
  3. Authorize County Administrator to seek support from Del. Gilbert and Sen. Obenshain for 2, above.
  4. Authorize County Administrator and County Attorney to work with neighboring counties on a shared and/or parallel legal and lobbying strategy.
  5. Authorize County Administrator to write Senators Warner and Webb to urge their opposition this project.
  6. Authorize County Administrator to seek Congressman Cantor’s support in opposing the Dominion plan and to encourage him to work with Congressman Wolf on legislation at the Federal level both opposing the National Interest Power Corridor designation and this corridor specifically.

The Board Might Request:

  • Citizens contact Governor and state legislators to seek amendments to the electrical utility re-regulation bill approved by the General Assembly to deny authority for this transmission project
  • Citizens contact Congressman Cantor's office to urge his opposition to this project and urge his support of Congressman Wolf’s efforts
  • Citizens contact Senators Warner and Webb to urge their opposition to the project.
